In preparation for the flood season in Yilan, the county opened flood gates leading to Dongshan River Water Park. After the water diversion, people discovered a fish kill in the river. Yilan County Environmental Protection Agency, Yilan County Animal and Plant Health Disease Control Center, and Yilan Irrigation Association have been investigating the cause of the fish die-off.

According to the EPA, the water that was diverted to the river lacked ample oxygen for the fish to live. Yilan Irrigation Association believes, however, that the water may contain chemicals from nearby farms and irrigation channels.

Yilan city is preparing for the season by testing mobile water pumps to alleviate flooding.
